Provision of universal postal service

Universal postal service entails permanent, regular and undisturbed implementation of certain postal services with the determined quality on the entire territory of the Republic of Slovenia at prices accessible to all users.

The provider of universal postal service is appointed by the Agency for Communication Networks and Services of the Republic of Slovenia (AKOS). Until 2018, the provider of the universal postal service is Pošta Slovenije d.o.o.

The following postal services are implemented as a universal postal service:

  • receipt, forwarding, transport and delivery of postal shipments to 2 kg;
  • receipt, forwarding, transport and delivery of postal packages to 10 kg;
  • registered and value postal shipments and transfer of postal shipments for the blind and visually impaired.

The universal postal service is implemented in internal and cross-border postal traffic.

The universal service ensures all users of postal services at least five work days per week at least one receipt and one delivery per day to the home or the premises of every natural or legal entity. 

Conditions and evidence


Cross-border/occasional performance of activities is not included in the service directive and is implemented in accordance with the Directives 2002/39/EC, 2008/5/EC and 97/67/EC.
