Entry in the register of libraries
Libraries are categorised in the register in three development categories, i.e. considering the level of fulfilment of conditions for each type of library as follows:
- 1st category (developed),
- 2nd category (medium developed) and
- 3rd category (non-developed).
The 1st category comprises libraries that fulfil all the conditions, the 2nd category comprises libraries that fulfil a minimum 50% of the prescribed conditions, the 3rd category comprises libraries that do not fulfil at least 50% of the prescribed conditions.
The ministry competent for individual types of libraries, issues the decision on the fulfilment of the conditions for the implementation of library activities based on the opinion of the fulfilment of the conditions for the implementation of library activities provided by the National and University Library.
The national library enters the relevant library in the register after receiving a final decision that also determines the level of development of the library for the implementation of the public service. The library that receives the decision of the competent ministry on the fulfilment of conditions, must ask the National and University Library in written form for registration and attach a valid act on the establishment of the library or any other act for non-independent libraries that indicates the foundation or the existence of a library within the scope of another legal person.
The Ministry of Culture establishes the fulfilment of the conditions for acquiring a final decision and issues the decision. The establisher, the library and the national library receive the decision. A library can start performing library activities after the decision becomes final.
The data in the register are renewed once per year, data about school libraries are renewed every three years. Libraries or legal persons within whose scope libraries operate, send new data to the National University Library on a registration form before the end of February of the current year and until the end of February of the current year after the expiry of the three-year period for the school library.
The ministry, competent for culture, and the ministry, competent for education and science, perform expert supervision of the implementation of the public service by assessing the suitability of the conditions for acquiring a final decision in three-year intervals for each library; library material, professional workers, premises and equipment.
